PCB manufacturing in the United States is essential to American businesses, our economy and military. We must reestablish a robust, balanced and sustainable U.S. PCB manufacturing capability through policies and legislation that allow U.S. companies to compete on a level playing field.

Policy Priorities

  • DoD PCB procurement restrictions (National Defense Authorization Act Section 851)

PCBAA calls on Congress to strengthen domestic microelectronics manufacturing by advancing key policy priorities that revitalize domestic production and assembly.

American manufacturers need a competitive tax policy, which is why U.S. companies would greatly benefit from a 25% tax credit for the purchase of American-made PCBs and IC substrates. This legislative provision would create a domestic demand signal and reshore a critical technology we have surrendered to China.

This tax provision has been part of the Protecting Circuit Boards and Substrates Act in the 117th and 118th Congress. Representatives Blake Moore (R-UT-1) and Raja Krishnamoorthi (D-IL-8) lead a bipartisan coalition supporting this legislation.

Key Policy Accomplishments

  • PCBAA authored language which was included in the 2021, 2022, 2023 and 2024 National Defense Authorization Acts (NDAA), directing the Secretary of Defense to prioritize investments in domestically produced circuit boards and IC substrates.
  • In 2021, we led the successful effort to get language in the NDAA directing the Pentagon to remove certain foreign countries (Russia, North Korea, China and Iran) for PCBs in dual-use and certain defense security technologies by 2027.
  • Since 2021 we have worked with members of Congress to introduce a bipartisan bill, the Protecting Circuit Boards and Substrates Act (H.R. 3249), and secured co-sponsors from both parties and across the country.
  • PCBAA successfully influenced Department of Defense budget increases for PCBs and substrates through face-to-face meetings and letters to decision makers on key congressional committees.
  • PCBAA has helped facilitate congressional visits to member PCB facilities, and secured support for our legislation through those tours and CEO-level discussions.
  • 118M+ in Defense Production Act grants awarded to PCB manufacturers across the country for investment in new technologies to support the warfighter.
